Area 7 Notice: Clarification on the expenditure of 20% Reed Act Funds: WIA #7 is in the process of clarifying a statement in the 7th Area Workforce Investment Board resolution regarding Reed Act Funds. This resolution can be found at: http://www.ohioworkforce.org/LocalBoard/docs/Area-7-Revised-Reed-Act-Resolution-120403.pdf, and states the following: "Whereas, Area 7 Level 1 and Level 2 One-Stop Centers which receive the 20% Reed Act funds must expend these funds by June 30, 2004;. . . ". This statement is misleading and will be clarified at the next 7th Area Workforce Investment Board meeting in May. The statement was referencing the agreement that ODJFS is executing, on behalf of the Area 7 Board, which expires on June 30, 2004. The next statement in the resolution references the second agreement that will be executed with local areas by the new Board staff of Area #7. It states that " . . . Area 7 will enter into a second agreement for the period of July 1, 2004, until June 30, 2005, that is equal to the amount of any remaining funds which are allocable to the counties remaining within Area 7;".

All areas, those remaining in Area 7 and those leaving Area 7 and establishing new areas, have until June 30, 2005 to expend 100% of the Reed Act funds, including the balance remaining of the 20%.

NOTE: Pursuant to the Ohio Option Area 7 Board Resolution on One-Stop systems ratified on June 2, 2003, the following documents have been developed and proposed by the County Commissioners Association of Ohio and the Ohio Job and Family Services Directors Association.  All public comments received are attached for your review; however, at this time the public comments have not been incorporated into the documents to reflect a consensus governance model.  Please review all the documents presented in order for the Ohio Option Area 7 Board to decide on a governance model, which achieves compliance while assisting Business, Labor, Education and other partners in the development of the nations premier Workforce Development System.
