In Conventional WIA Areas, a Board has been appointed
that includes all required One-Stop Partners.
WIA Sec.117(b)(2)(A)(vi) - "Section 117.

In the Ohio Option Sub-Areas, a Committee has been
convened consisting of all the One-Stop Partners for One-Stop
planning, design, and implementation.
Workforce Investment Act Policy Letter 4-2000 - " In
sub-local areas within the Ohio Option Area, the one-stop partners are
not required to be members of Local Workforce Policy Boards. Therefore, it
is the responsibility of the local elected officials to convene the
one-stop partners and work with the Local Workforce Policy Board to design
and implement the one-stop service delivery system for the local area.
Ohio Works First agencies (now County Department of Human Services and
soon to be local Departments of Job and Family Services) will be included
in the one-stop partners to be convened for this purpose."

"Specific roles for which local elected officials must occur prior to

Ohio Option areas only - convening the ‘required’ One-Stop partners to

HB 470 Sec. 6301.08 - "Every local area shall
participate in a One-Stop system for workforce development activities.
Each Board of County Commissioners and the chief elected official of a
municipal corporation shall ensure that at least one physical location
is available in the local area for the provision of workforce
development activities."

A method for the Board(or Committee in Ohio Option
Areas), with the agreement of the local elected officials, has been
developed and implemented to conduct oversight of the One-Stop System.
WIA Sec.117(d)(4) - "The local board, in partnership
with the chief elected official, shall conduct oversight with respect to
local programs of youth activities authorized in section 129, local
employment and training activities authorized under section 134, and the
one-stop system in the local area."

Defined levels of performance have been determined
for the One-Stop System.
WIA Sec.118(b)(3) - "The local plan shall include
a description of the local levels of performance negotiated with the
Governor and the chief elected official pursuant to section 136(c), to
be used to measure the performance of the local area and to be used by
the local board for measuring the performance of the local fiscal
agent (where appropriate), eligible providers, and the one-stop
delivery system, in the local area."
HB 470 Sec.6301.07(A)(5) - "The plan shall
accomplish all of the following: ...establish performance standards
for service providers that reflect local workforce development
needs..."

A structure is in place to ensure continuous
improvement in the One-Stop System including a method of obtaining
feedback from the community and local business customers.
WIA Sec.118(b)(2)(A) - "The local plan shall
include a description of the one-stop delivery system to be
established or designated in the local area, including a description
of how the local board will ensure the continuous improvement of
eligible providers of services through the system and ensure that such
providers meet the employment needs of local employers and
participants;..."
HB 407 Sec.6301.07(A)(5) - Every workforce policy
board, with the agreement of the Chief Elected Officials of the local
area...shall prepare a workforce development plan.... The plan shall
accomplish all of the following:...establish performance standards for
service providers that reflect local workforce development
needs."

flow for critical activities (Core Services, Profiling, Vets Services)
and decision making points has been developed and is currently in use.

described in paragraph (1) accessible at not less than one physical
center in each local area of the State: and may also make programs,
services, and activities described in paragraph (1) available through
a network of affiliated sites...through a network of eligible one-stop
partners in which each partner provides one or more of the programs,
services, and activities...that assures individuals that information
on the availability of the core services will be available regardless
of where the individuals initially enter the statewide workforce
investment system..."
Sec.134(d)- "Funds allocated to a local area...shall
be used to establish a one-stop delivery system..."

Operations (by "Simply Better" ), page 16 -
"The Strategic Planning Category examines the organization’s
process of developing strategic objectives, as well as creating action
plans and related human resource plans to support organizational
direction....Utilize business plans as a condition for operators and
affiliates to become certified, and as strategic planning documents
which enables the Workforce Board to fully enrich the local system
based on partner input."
Page 17 - The Process Management Category examines the
key aspects of process management, including customer-focused design
of products and service delivery, as well as support, supplier and
partnering processes involving all work units. Also examined are how
key processes are designed, implemented, managed, and improved to
achieve better performance.

partners has been developed and is being used.

how the organization enables employees to develop and utilize their
full potential in alignment with the organization’s objectives. Also
examined are the organization’s efforts to build and maintain a work

excellence, full participation, and personal and organizational
growth...Ensure that your information systems and work processes
promote collaboration and information sharing across multiple
agencies, partners, and work units..."
