One-Stop System Criteria

(with sources cited)

  1. In Conventional WIA Areas, a Board has been appointed that includes all required One-Stop Partners.

  2. WIA Sec.117(b)(2)(A)(vi) - "Section 117. Local Workforce Investment Boards...shall include...representatives of each of the one-stop partners"

  1. In the Ohio Option Sub-Areas, a Committee has been convened consisting of all the One-Stop Partners for One-Stop planning, design, and implementation.

  2. Workforce Investment Act Policy Letter 4-2000 - " In sub-local areas within the Ohio Option Area, the one-stop partners are not required to be members of Local Workforce Policy Boards. Therefore, it is the responsibility of the local elected officials to convene the one-stop partners and work with the Local Workforce Policy Board to design and implement the one-stop service delivery system for the local area. Ohio Works First agencies (now County Department of Human Services and soon to be local Departments of Job and Family Services) will be included in the one-stop partners to be convened for this purpose."

    WIA Local Planning Guide (Dec.7, 1999) -Tab 2, Page 2 - "Specific roles for which local elected officials must occur prior to local planning or are related to the planning process include: ...*for Ohio Option areas only - convening the ‘required’ One-Stop partners to plan, design and implement the local One-Stop service delivery system, as defined in WIA, in coordination with the Local Workforce Policy Board. This is necessary because the required One-Stop partners are not required local board members;..."

  3. There is a designated One-Stop Operator.

WIA Sec.121(d) - "...the local board, with the agreement of the chief elected official, is authorized to designate or certify one-stop operators..."

  1.  One-Stop Operator has been given a set of defined roles and responsibilities.

WIA Sec.121(d) - "...the local board, with the agreement of the chief elected official, is authorized to designate or certify one-stop operators..."

  1. Signed Memorandums of Understanding with all the One-Stop Partners have been executed.

WIA Sec.118(b)(2)(B) - "The local plan shall include...a copy of each memorandum of understanding...(between the local board and each of the one-stop partners) concerning the operation of the one-stop delivery system in the local area..."

  1. Sufficient resources from normal ongoing funding streams for all One-Stop Partners have been identified and are being utilized (or a plan is in place to do so) which will allow for the long-term sustained operation and expansion of the One-Stop System.

Sec.662.230 of WIA Rules - "All required partners must: ...use a portion of funds made available to the partner’s program, to the extent not inconsistent with the Federal law authorizing the partner’s program to (1) Create and maintain the One-Stop delivery system; and (2) Provide core services..."

  1. Core Services are available from each of the One-Stop Partners.

WIA sec. 121(b)(1)(A) - Each entity that carries out a program or activities described in subparagraph (B) shall-make available to participants, through a one-stop delivery system, the services described in section 134(d)(2) that are applicable to such program or activities..."

Sec. 662.230 of WIA Rules - "All required partners must: (a) Make available to participants through the One-Stop service delivery system the core services that are applicable to the Partner’s programs..."

 

  1. Core Services are available at the One-Stop Center.

WIA Sec.134(d)(2) - "Funds ...shall be used to provide core services, which shall be available to individuals who are adults or dislocated workers through the one-stop delivery system..."

WIA Sec.134(c)(2) - "At a minimum, the one-stop delivery system shall make each of the programs services, and activities described in paragraph (1) accessible at not less than one physical center in each local area of the State..."

HB 470 Sec. 6301.08 - "Every local area shall participate in a One-Stop system for workforce development activities. Each Board of County Commissioners and the chief elected official of a municipal corporation shall ensure that at least one physical location is available in the local area for the provision of workforce development activities."

  1. Access is available to intensive and training services at the One-Stop Center.

WIA Sec.134(d)(3)&(4)- "Funds allocated to a local area...shall be used to provide intensive services to adults and dislocated workers...Funds allocated to a local area...shall be used to provide training services to adults and dislocated workers..."

WIA Sec. 134(c)(1)(B) & (2)(A) - "There shall be established...a one-stop delivery system, which...shall provide access to intensive services and training services...At a minimum, the one-stop delivery system...shall make each of the programs, services, and activities in paragraph (1) accessible at not less than one physical center in each local area of the State..."

  1. Access is available to programs of all One-Stop Partners at the One-Stop Center.

WIA Sec.134(c)(1)(D) - "There shall be established ...a One-Stop delivery system, which...shall provide access to programs and activities carried out by one-stop partners and described in section 121(b)..."

 

  1. Each partner is providing services in accordance with its Memorandum of Understanding.

WIA Sec.118(b)(2)(B) - "The local plan shall include...a copy of each memorandum of understanding...(between the local board and each of the one-stop partners) concerning the operation of the one-stop delivery system in the local area..."

WIA Sec. 121(b)(1)(A)(ii) - "Each entity that carries out a program or activities described in subparagraph (B) [the list of One-Stop partners] shall...participate in the operation of such system consistent with the terms of the memorandum..."

  1. A method for the Board(or Committee in Ohio Option Areas), with the agreement of the local elected officials, has been developed and implemented to conduct oversight of the One-Stop System.

WIA Sec.117(d)(4) - "The local board, in partnership with the chief elected official, shall conduct oversight with respect to local programs of youth activities authorized in section 129, local employment and training activities authorized under section 134, and the one-stop system in the local area."

  1. Defined levels of performance have been determined for the One-Stop System.

WIA Sec.118(b)(3) - "The local plan shall include a description of the local levels of performance negotiated with the Governor and the chief elected official pursuant to section 136(c), to be used to measure the performance of the local area and to be used by the local board for measuring the performance of the local fiscal agent (where appropriate), eligible providers, and the one-stop delivery system, in the local area."

HB 470 Sec.6301.07(A)(5) - "The plan shall accomplish all of the following: ...establish performance standards for service providers that reflect local workforce development needs..."

  1. A structure is in place to ensure continuous improvement in the One-Stop System including a method of obtaining feedback from the community and local business customers.

WIA Sec.118(b)(2)(A) - "The local plan shall include a description of the one-stop delivery system to be established or designated in the local area, including a description of how the local board will ensure the continuous improvement of eligible providers of services through the system and ensure that such providers meet the employment needs of local employers and participants;..."

HB 407 Sec.6301.07(A)(5) - Every workforce policy board, with the agreement of the Chief Elected Officials of the local area...shall prepare a workforce development plan.... The plan shall accomplish all of the following:...establish performance standards for service providers that reflect local workforce development needs."

  1. Board (or Committee in Ohio Option Areas) meetings with One-Stop Partners are held on a regular basis.

WIA Sec. 117(a) - "There shall be established in each local area of a State, and certified by the Governor of the State, a local workforce investment board, to set policy for the portion of the statewide workforce investment system within the local area..."

WIA Policy Letter 4-2000 - " In sub-local areas within the Ohio Option Area, the one-stop partners are not required to be members of Local Workforce Policy Boards. Therefore, it is the responsibility of the local elected officials to convene the one-stop partners and work with the Local Workforce Policy Board to design and implement the one-stop service delivery system for the local area.   1. A work plan that identifies customer flow, work flow for critical activities (Core Services, Profiling, Vets Services) and decision making points has been developed and is currently in use. 

WIA Sec.134(c)(2) - "At a minimum, the one-stop delivery system shall make each of the programs, services, and activities described in paragraph (1) accessible at not less than one physical center in each local area of the State: and may also make programs, services, and activities described in paragraph (1) available through a network of affiliated sites...through a network of eligible one-stop partners in which each partner provides one or more of the programs, services, and activities...that assures individuals that information on the availability of the core services will be available regardless of where the individuals initially enter the statewide workforce investment system..." 

Sec.134(d)- "Funds allocated to a local area...shall be used to establish a one-stop delivery system..."

Performance Excellence in One-Stop Career Center Operations (by "Simply Better" ), page 16 - "The Strategic Planning Category examines the organization’s process of developing strategic objectives, as well as creating action plans and related human resource plans to support organizational direction....Utilize business plans as a condition for operators and affiliates to become certified, and as strategic planning documents which enables the Workforce Board to fully enrich the local system based on partner input."

Page 17 - The Process Management Category examines the key aspects of process management, including customer-focused design of products and service delivery, as well as support, supplier and partnering processes involving all work units. Also examined are how key processes are designed, implemented, managed, and improved to achieve better performance.

  1. A communication plan for the One-Stop System and the partners has been developed and is being used.

Performance Excellence in One-Stop Career Center Operations (by "Simply Better"), page 17 - The Human Resource Focus Category examines how the organization enables employees to develop and utilize their full potential in alignment with the organization’s objectives. Also examined are the organization’s efforts to build and maintain a work environment and an employee support climate conducive to performance excellence, full participation, and personal and organizational growth...Ensure that your information systems and work processes promote collaboration and information sharing across multiple agencies, partners, and work units..."

  1. A staff development and cross-training/informing plan has been implemented.

Performance Excellence in One-Stop Career Center Operations (by "Simply Better"), page 17 - The Human Resource Focus Category examines how the organization enables employees to develop and utilize their full potential in alignment with the

organization’s objectives. Also examined are the organization’s efforts to build and maintain a work environment and an employee support climate conducive to performance excellence, full participation, and personal and organizational growth...Set guidelines for ongoing capacity building to ensure that staff at all levels of the system are trained and expert in providing services in a customer-oriented enterprise."
