Questions Regarding Performance Measures
Question #1 (11/21/00)
I understand that counties are expected to do their own follow-up on their participants. Is this correct?
Response
Yes, participants have to be tracked by the county program operator. SRG will provide follow-up only on the customer (participant) satisfaction question. If wages are involved,
the wages will be found at the wage record merge.
Question #2 (11/21/00)
What do we do if we can't obtain the information from the individual because we can't locate him or he refuses to provide us the information.
Response
You make several attempts to contact the former participant by telephone, letter, or in person. If the participant has moved away, you might be able to get a forwarding address
from the post office; you can mail paperwork to him. If the participant refuses to talk to you, document the attempts to contact the participant. Always document your attempts to
contact the participant and place it in the file.

May I suggest that the state issue some type of guidance letter on what we are supposed to do regarding collecting performance measure data once a participant is exited and
what our responsibilities are.

The State will issue a guidance letter concerning the collection of performance data and follow-up procedures.
Question #4 (11/21/00)
Do counties realize they are responsible for inputting follow-up information? I wasn't until now.
Response
Follow-up procedures will be included in the guidance letter.

Are counties also required to input follow-up data in Servicelink for adults, dislocated workers and older youth?
Response

Regarding my question "Are counties also required to input follow-up data in ServiceLink for adults, dislocated workers and older youth?" Your response was: "Counties are

Does this mean that an adult, dislocated worker and older youth being employed in the first quarter after exit and the third quarter after exit will be determined by "wage records"
and this information will be entered by the state and it will appear automatically on our customers' follow-up page that he is employed or not? Or Do we still have to contact
customers to see if they are employed in the first and third quarters after exit and indicate appropriately on the follow-up page? If this is the case, do we need some type of
documentation to prove that the individual is employed at follow-up?

At the time of exit the local entity will identify if the participant is employed and will enter the employer information into the ServiceLink.
The State will be responsible for entering wage record information. The local entity will not contact the exited individual during the first or third quarter to determine
employment status.
Question #7 (1/9/01)
Could you clarify registration date vs. enrollment date and the significance toward performance measures?
Response
Registration date is the date that is relevant for performance measures. Enrollment date is not used when calculating WIA performance measures. Please see TEGL
7-99 for more information regarding WIA registration. Registration and enrollment are defined as:
Registration Date: When an individual begins receiving Workforce Investment Act services beyond self and or informational services.
Enrollment Date: The date an individual begins a specific WIA program (Adults and Dislocated Workers, or Youth).
