Eligible Training Provider Identification Procedure Guidance
for On-the-Job Training and
Customized Training Providers
Background
The Workforce Investment Act (WIA) and House Bill (H.B.)
470 require the One-Stop Operator in the local area and the Workforce
Development Agency in the sub area to establish procedure to identify
training providers for on-the-job training and customized training. The
identification procedure will result in a State list of training providers
who are eligible to give training services to customers using the one-stop
delivery system.
One-Stop Operator and Workforce Development Agency:
One-Stop Operators in the local area and Workforce Development Agencies in
the sub area are responsible for setting the procedure to solicit and
identify eligible training providers for on-the-job training and
customized training. As part of the One-Stop Operators and Workforce
Development Agencys procedure, on-the-job training and customized
training providers are required to collect, track and submit performance
information as established by the State. These training providers are also
required to meet performance level criteria as determined by the State to
be considered identified as eligible providers of training services.
Collecting performance information as determined by the
State, determining that these training providers meet the performance
level criteria as required, disseminating the performance information
throughout the one stop delivery system and submitting the approved list
of these eligible training providers and information to the State are the
responsibilities of the One-Stop Operators and Workforce Development
Agencies.
On-the-Job Training and Customized Training Providers:
To be identified as an eligible training provider, on-the-job training and
customized training providers will follow the procedure established by the
One-Stop Operator in the local area and the Workforce Development Agency
in the sub area. These training providers will not use the State Eligible
Training Provider Initial Application. These training providers are exempt
from the eligible training provider procedure designed for training
providers that will receive Workforce Investment Act customers through the
Individual Training Account. On-the Job Training and Customized training
providers may be procured through a contract.
On-the-job training is conducted with an employer who
hires a WIA individual first and commits to retain the employee upon
successful completion of the training. The employer is reimbursed up to 50
percent of the wage rate of the WIA individual for the extraordinary costs
of providing training and additional supervision related to the training.
Customized training is designed to meet the special
requirements of an employer or group of employers and conducted with a
commitment by an employer or group of employers to employ a WIA individual
upon successful completion of the training. The employer pays for not less
than 50 percent of the cost of the training.
One-Stop Operators and Workforce Development Agencys
Procedure: The procedure, at a minimum, must include the following
eligibility criteria:

description of the on-the-job training or
customized training
-
anticipated cost of program
-
business category, e.g., sole proprietary,
partnership, corporation, etc.

training provider agrees to provide performance
information
-
training provider determined to be in "good
standing" with federal and state organizations
-
previous DBAs (doing business as)
including previous location and dates of operation
-
attestation that the training provider has not
relocated leaving a loss of employment for any employee at the
original location
-
description of the on-the-job training or
customized training
-
anticipated cost of program
-
business category, e.g., sole proprietary,
partnership, corporation, etc.
-
be determined to have been in "good
standing" with federal and state organizations for any prior
DBA
-
training provider determined to be in "good
standing" with federal and state organizations
-
training provider agrees to provide performance
information
One-Stop Operators and Workforce Development Agency may
require additional eligibility requirements.
Program performance information and levels to meet will
not be set by the State at this time. One-Stop Operators and Workforce
Development Agencies, using local procedures, may require the collection
of program performance information if they choose in order to identify
eligible training providers and to establish a data baseline.
The One-Stop Operator and Workforce Development Agency is
required to submit an eligible training provider list to the State within
30 calendar days after approving training contracts. The list of the
eligible on-the-job training and customized training providers must
contain the following information:

description of the on-the-job training or customized
training

anticipated cost of program

business category, e.g., sole proprietary,
partnership, corporation, etc.
The Ohio Bureau of Employment Services will accept the
list from the One-Stop Operators and Workforce Development Agencies until June
30, 2000. The list must be sent to: The Ohio Bureau of Employment
Services, POWER*Ohio Division, 145 South Front Street, P. O. Box 1618,
Columbus, OH 43216-1618.
On July 1, 2000 and thereafter, The Ohio Department
of Job and Family Services will accept the list from the One-Stop
Operators and Workforce Development Agencies. The list must be sent to:
